Allegations Against Former Recorder Collins Proven Unsubstantiated

As stated in a letter received by Emily Collins, Former Grantsville Recorder, the investigation of the Secretary of State’s Office regarding the allegations against wrong doing by Mrs. Collins during the 2025 Town of Grantsville election were dismissed.

Dear Ms. Collins,

Pursuant to W. Va. Code § 3-1-50(a)(7), upon full consideration of the underlying facts, the Office of the West Virginia Secretary of State has determined that the allegations set forth in the Complaint filed in the above-referenced case are unsubstantiated. Therefore, this case is DISMISSED.

Please take notice that CSR § 153-21-5.8 prohibits this Office from disclosing “any fact of any complaint, investigation or report or any part thereof, or any proceedings thereon[,]” which disclosure would result in a criminal violation of W. Va. Code § 3-8-8(i). As such, this Office cannot provide any details of the investigation or resolution to the public, even upon request. However, as set forth in CSR § 153-21-2.5, the Complainant will receive written notice of the results of this matter.
