On Wednesday, July 12, 2023, at approximately 1115 hours, Cpl. N.S. Stepp, received information that Jamie “Jarvis” Bailey and , who had an active felony warrants, was currently located at 938 Pink Road in Arnoldsburg, Calhoun County, West Virginia. Upon arriving at this address, Trooper Step attempted to knock on all the exterior doors without receiving a response. While walking to the rear door of the residence, he noticed a blue in color 2011 Subaru Legacy, parked next to the house. In efforts to learn if this was Ms. Bailey’s vehicle, Trooper Stepp preformed a registration inquiry via the WVSP South Charleston Dispatch. The results of this inquiry revealed that theregistration was stolen. It was learned that the registration was registered on a 2022 Dodge Ram, owned by U-Haul, and the vehicle, and registration, had been reported stolen on June 29, 2023.
After a short time, Ms. Bailey came to the door and spoke with Trooper Stepp and while speaking with her, it was learned that the vehicles parked in her yard were not hers, that they were left there several days by a friend. It was also learned that her boyfriend, Jonathan Mcintyre, had been present prior to her coming to the door and she stated that he had ran away before she answered the door.
During this course of this incident, the caretaker of the property, Robert Hall, had arrived on scene stating that Ms. Bailey and Mr. McIntyre were not supposed to be on the property. Due to this being a “civil matter,” he requested that the vehicles be towed from the scene by Westfall’s Wrecker Service. It should be noted that along with the blue 2011 Subaru, there was also a white in color newer Dodge Ram, which had an obstruction over the VIN, and a newer model box style trailer, which were also parked at the residence.
While the vehicles were being towed from the scene at the request of Mr. Hall, Ms. Bailey stated that she had the keys to the vehicle, and both keys were produced for the 2011 Subaru and a white in color Dodge Ram.
On this day, at approximately 4:30 p.m., Trooper Stepp was contacted by Westfall’s Wrecker Service when he learned that they were able to unlock the Dodge Ram that was towed from Pink Road. After unlocking it and being able to locate the VIN, they discovered that it belonged to U-ul and requested that Trooper Stepp run a VIN inquiry to confirm if it was stolen. The Trooper was provided with the VIN at which time he contacted Dispatch who confirmed that it in fact was the stolen 2022 Dodge Ram for which the aforementioned Arizona registration plate belonged to. Dispatch confirmed that the vehicle was still in possession of Westfall’s and removed the vehicle from the NCIC Database as a stolen vehicle.
On Sunday, July 16, 2023, at approximately 2 p.m. Trooper Stepp obtained a search warrant for the recovered 2022 Dodge Ram from the Calhoun County Magistrate Court and on that day, at approximately 3 p.m. he executed the search warrant at Westfall’s Wrecker Service on the vehicle. During the course of the search, the Trooper located two receipts, one from Coffman’s Metal in Sutton, WV, and the other for Foodland in Arnoldsburg*. After reviewing these exhibits, it was learned that the receipt for Coffman’s Metal was for a transaction on July 05, 2023, signed by Jonathan McIntyre. The receipt for Foodland was from July 10, 2023.
While speaking with the wrecker company, it was learned that they were able to locate a VIN for the trailer that had been towed from 938 Pink Road. After preforming a VIN Inquiry via Dispatch, it was learned that the trailer was in NCIC as stolen from Beckley, WV, and entered by Beckley Police Department on August 29, 2022.
On Wednesday, July 19, 2023, at approximately 9 a.m. hours, Trooper Stepp traveled to the *Arnoldsburg Foodland in an effort to learn who had purchased items on this receipt. It was learned after reviewing surveillance footage of the transaction, that it was Mr. McIntyre. Also on the footage, Mr. McIntyre is seen exiting the stolen Dodge Ram and entering the store. After the transaction, he then gets back into the vehicle. It is unclear if he was the operator of the vehicle or just the passenger. It should be noted that the man shown on the video is the same man shown on Mr. McIntyre’s WV-driver’s license photograph.
On the same day, at approximately 1 p.m. Trooper Stepp contacted Coffman’s Metal to obtain video footage of the transactionwith Mr. McIntyre. In speaking with the receptionist, it was learned from photographs of the transaction, that he appeared to be alone during this trip. It was also learned that he had been operating a newer model white in color Dodge Ram, consistent with that of the stolen Dodge Ram found at his residence.
Because the stolen Dodge Ram was found on the property that Ms. Bailey and Mr. Mcintyer were solely living at, also coupled with the fact that Ms. Bailey was in the possession of the vehicle keys for the Dodge Ram, as well as video and photographic evidence of Mr. McIntyer operating the vehicle, both Ms. Bailey and Mr. McIntyer were inpossession of the stolen Dodge Ram. Ms. Bailey and Mr. Mcintyer, who was the primary residents of the residence, they were also in possession of the stolen trailer. The approximate value of the stolen 2022 Dodge Ram is $20,000. The approximatevalue of the stolen trailer is $8,000.00. Following the evidence, Trooper Stepp requested warrants for Jamie”Jarvis” Bailey and Jonathon McIntyr, for felony charges of possession of stolen vehicle and transfer and receiving stolen property greater than $1,000.00.
All the aforementioned criminal acts occurred in Calhoun County, West Virginia.
Bailey’s bail was posted in the amount of $5,000, while McIntyre remains in the Central Regional Jail on a $30,000 bond.
*The complaint listed the business establishment as Arnoldsburg Foodland. Ridgeview News left it as written but it was likely Grantsville Foodland, or Arnoldsburg Family Dollar. There is no Arnoldsburg Foodland.
61-3-18 Transfer and Receiving Stolen Property (Felony)
If any person buys or receives from another person, or aids in concealing, or transfers to a person other than the owner thereof, or possesses any stolen goods or other thing of value, which he or she knows or has reason to believe has been stolen, that person is guilty of the larceny thereof, and may be prosecuted although the principal offender has not been convicted.
17A-8-5 Transfer and Receiving Stolen Vehicle (Possession of Stolen Vehicle)
Any person who, with intent to procure or pass title to a vehicle which he knows or has reason to believe has been stolenor unlawfully taken, receives, or transfers possession of the same from or to another, or who has in his possession any vehicle whichhe knows or has reason to believe hasbeen stolen or unlawfully taken, and who is notan officer of the law engaged at the time in the performance of his duty as such officer, is guilty of a felony
