On July 21st, 2024, Sr. Trooper J.D. Richards appeared before Magistrate Richard Postalwait with a complaint stating that Douglas Duane Hess, on the 28th day of February, 2024 in the County of Lawrence, in the State of Ohio did unlawfully and feloniously possession dangerous drugs, for which he stands indicted for and for which a warrant had been issued for his arrest.
Hess was arrested by Sr. Trooper Richards and taken to the WV Central Regional Jail where he is being held without bond.
