According to a complaint filed by Sheriff Warren Basnett, Samantha Brooke Starcher, 31 years old, of Wallback, WV appeared in the Circuit Court of Calhoun County on the 14th day of September 2022 for her previously scheduled arraignment on an indictment alleging Grand Larceny. She had previously posted bail using a bail bondsman, but a bailpiece was issued shortly before her hearing. During her hearing she was advised that she would need to make arrangement for a new bond or she would have to be transported to the Central Regional Jail. When bond was not made she was transported to the West Virginia Central Regional Jail at which time she was searched, as is procedure for admission to the regional jail. At that time suboxone strips, aluminum foil balls with methamphetamine residue, and two straws were located on her person. Suboxone is a schedule III controlled substance according to Chapter 60A of the West Virginia code. Methamphetamine is a Schedule II controlled substance according to Chapter 60A of the West Virginia State code.
Samantha Brooke Starcher was then charged in violation of Chapter 61-5-8(c)(1) which states if any person transports any alcoholic liquor, nonintoxicating beer, poison, implement of escape, dangerous material, weapon, or any controlled substance as defined by chapter sixty-a of this code onto the grounds of any jail, state correctional facility, juvenile facility or juvenile detention center within this state and is unauthorized by law to do so, or is unauthorized by the persons supervising the facility, the person is guilty of a felony and, upon conviction thereof, shall be fined not less than $1,000 nor more than $5,000 or confined in a state correctional facility not less than two years nor more than ten years, or both, or, in the discretion of the court, be confined in jail not more than one year and fined not more than $500.
