Richard A. Talley was stopped by Cpl. D.C. Moore on the 3rd day of August 2023 for driving a vehicle with an expired inspection sticker. At the time Talley’s operating privileges were suspended through the State of West Virginia with an effective suspension date of 9/16/2022 for unpaid citations and mandatory insurance. There were two prior convictions for driving suspended on 2/22/21 and 5/26/20, making this a 3rd or subsequent offense.
Talley was arrested on March 4, 2024 and is being held without bond.
