A complaint filed in the Calhoun County Magistrate Court on September 10th, 2026 by Chief Deputy C.R. Stephens stated that on the 10th of September 2026, a approximately 10:15 a.m., 44 year old Norman Frederick called 911, reporting that someone had been stabbed at the apartments where he lives and was laying outside.
Once on scene, Deputy Stephens spoke to Frederick who stated there had been an altercation where Kevin Powers was stabbed by Damon Westfall. He also stated that Westfall had twonhandguns and a shotgun after the altercation and stabbing. After attempting to locate Powers in his apartment with negative results, Sheriff Knight and Deputy Stephens made contact with Damon Westfall. As he answered the door, it appeared that he had been sleeping. Westfall gave permission for officers to come inside where no blood, pistols or shotguns were found. Westfall stated that he had just gotten home and went to bed.
Back outside Stephens confirmed with Frederick that Ronald Sampson had been pinned down by Westfall and stabbed next to the apartment. No sign of struggle or blood was located where Frederick said this occurred. Frederick also reiterated that Kevin’s mother, Susan Powers had been there as well during the altercation. It should be noted that Susan Powers committed suicide in Westfall’s apartment in June of this year, of which Frederick had knowledge.
Prior to kicking Powers’ door in to check his welfare, Deputy Stephens made one more attempt at knocking very loudly. At that point Powers and his girlfriend came to the door and were unscathed. Powers stated they had been sleeping in their apartment for several hours and they were unaware of any such altercation Frederick was alledging.
Frederick’s actions caused the dispatching and response of ALL ambulances within the county (2) and ALL county law enforcement within the county.
Frederick was arrested for falsely reporting and emergency to 911 by telephone and false reporting to law enforcement.
Frederick was arrested and arraigned with his bond being set at $1,500.00. He continues to be incarcerated at Central Regional Jail, awaiting trial. He is innocent until proven guilty.
