Lamp Arrested on Multiple Charges during Festival Altercation

In a complaint filed by Trooper J.D. Richards on June 8th in the Magistrate Court of Calhoun County, he stated that on Friday, June 7th, 2024 at approximately 8:40 p.m. he was notified that a male, walking a dog, appeared to be intoxicated. The male was dragging a woman by her arm while arguing and had slapped her while in the parking lot behind Stump’s Funeral Home.

Trooper Richards, accompanied by the Calhoun County Sheriff, G.J. Knight, Deputy C.R. Stephens and Deputy H.S. Stephens began searching for the individual.

On the same date, shortly after being notified, Trooper Richards and Calhoun Deputies located the male with the female in the Grantsville Post Office Parking lot at 372 Main St. Grantsville, WV. He, along with Deputy C.A. Stephens visibly observed the male dragging the female towards the other side of the parking lot. Trooper Richards and Deputy Stephens gave clear verbal commands for the male to let go of the female, to which it seemed to both the Trooper and Deputy Stephens that the male was trying to drag the female faster as they approached him. Once the officers were within 20 feet of the male and female, the male did let go but continued to walk away. Several verbal commands for the male to stop were given, but he did not stop until the Trooper got closer. At this point Trooper Richards recognized the male as Matthew Edward Lamp. The male continued to not pay any attention ot the Trooper’s lawful orders to stop. The Trooper grabbed and knocked Mr. Lamp off balance and gained wrist control of Mr. Lamp to keep him from leaving and detain him. Mr. lamp resisted Trooper Richards while attempting to detain him. At this point the Trooper could smell the odor of alcoholic beverage emanating from the breath of Mr. Lamp who continued to resist, until the Trooper took Mr. Lamp to the ground where he still continued to resist and not comply. Once the Trooper and Deputies placed Mr. Lamp into custody, Mr. Lamp was escorted to the WVSP Grantsvile Detachment to be processed.

In addition to the victim, Trooper Richards also took statements from six (6) individuals that stated that the male and female were arguing, (4) witnesses added that the female was trying ot get away from the male multiple times while in the Stumps Funeral Hmoe parking lot. (2) witnesses added that they saw the male (Mr. Lamp) slap the female multiple times.

On the same date, Trooper Richards and Deputy C.R. Stephens spoke with the victim who’s face was swollen underneath her right eye.

Mr. Lamp was taken to Central Regional Jail in Flatwoods, WV to wait arraignment by a Calhoun Magistrate having been charged with Domestic Battery, Public Intoxication, obstruction, disorderly conduct and unlawful restraint. He is currently being held on a $5,000 cash only bond for the current charges and without bond for a parole violation.
