
Trooper W.T. Raines, filed a complaint in the Magistrate Court of Calhoun County on January 20, 2026 stating that on Saturday, December 20, 2025 it was reported to him that two separate suspicious transactions occurred at Miller’s Kwik Stop, 7558 South Calhoun Highway, Mount Zion, Calhoun County, West Virginia, involving two African-American Males with out of state identification purchasing a large quantity of cigarettes and fuel using manual entry while obtaining information from a cellular device.
Trooper Raines arrived at the business and obtained CCTV Surveillance which clearly shows the
two males’ facial profiles and characteristics identifying the African American Male with “dreads” as the driver and the African American Male with the dew rag as the passenger.
Trooper Raines observed another angle which shows a U-Haul Van with a distinct Arizona
Registration Plate; which was entered NCIC for credit card fraud / theft related offenses).
The Trooper obtained credible and corroborating information from New Jersey State Police,
Trooper M. and Mohegan Tribal Police Department (Connecticut), Officer I. Fischer.
Trooper Raines also noted that there are other unknown involved states, jurisdictions, and locations which may reveal more fraudulent credit card transactions and defrauded merchandise. Based off this investigation Trooper Raines identified the Driver / above-named defendant as, Stanley (N.M.I.) Antoine, age 25, and the 0Passenger, 26 year old Michael Vincent Artis.
This investigation has both subjects involved in a large-scale multi-state fraudulent credit card /
fraudulent schemes operation.
Trooper Raines listed consecutive transactions at Miller’s Kwik Stop for the following items
and amounts were purchased using fraudulent credit card informaton.

- (4) Four misc Airheads (left at register) $0.80 & $0:60
- Transaction Number 83406: Total $53.16
- Transaction Number 83407;
- (20) Twenty Marlboro K S Gold Box $186.00
- (20) Twenty Marlboro 100 Gold Box $186.00
- $372.19 + Sales Tax $22.33
- Transaction Number 83407 Total $394.52
Trooper Raines stated that Artis was the purchaser and had manually entered credit card numbers for both Transaction 83406 and Transaction 83407 using fraudulent credit card information, as well as stating notes Antoine kept coming inside Miller’s Kwik Stop and was actively involved in the completion o f these transactions.
Warrants were requested and given for Stanley Antoine for the following.
§61-3C-4(a) Computer fraud (fraudulent schemes)
§61-3C-13(c) Fraud and related activity in connection with access devices
§61-10-31(c)(1) Conspiracy
This Trooper requests probable cause that above-named defendant #1 committed the following
crimes:
§61-11-6(a) Punishment o f principals in accessory before the fact
§61-10-31(c)(1) Conspiracy (computer fraud)
§61-10-31(c)(1) Conspiracy (fraud related activity access device)
Antoine was arrested on April 22nd, 2025 and taken to the WV Central Regional where he remains awaiting trial. Bond by Calhoun County was set at $60,000. A preliminary hearing date has been set for April 29, 2026 at 10:30 a.m.
Antoine is also facing charge in Webster and Upshur Counties.
