New York Men Charged with Felonies in Calhoun –

A complaint filed in Calhoun Magistrate Court on the 20th of January, 2026 by Trooper Wiley Raines of the Calhoun Detachment of the West Virginia State Police charged Michael Vincent Artis of Brooklyn, New York and Antoine Stanley with multiple felony counts.

Trooper Raines stated that on Saturday, December 20, 2026 two separate transactions occurred at Miller’s Quick Stop at Mt. Zion, WV. The incident involved two African American males with out of state identifications purchasing a large quantity of cigarettes and fuel using manual entry while obtaining information from a cellular device.

Trooper Raines arrived at the business and obtained CCTV Surveillance which clearly shows the two males’ facial profiles and characteristics, identifying the African American Male with “dreads” as the driver and the African American Male with the dew rag as the passenger.

This Trooper observed another angle which shows a U-Haul Van with a distinct Arizona Registration Plate; which was entered NCIC for credit card fraud / theft related offenses.

Trooper Raines obtained credible and corroborating information from a New Jersey State Police, Trooper M. and Mohegan Tribal Police Department (Connecticut), Officer I. Fischer.

Trooper Raines also noted that there are other unknown involved states, jurisdictions, and locations which may reveal more fraudulent credit card transactions and defrauded merchandise.

Based off this investigation the Driver was identified as 36 year old Stanley (N.M.I.) Antoine and the Passenger was identified as 37 year old Michael Vincent Artis.

According to Trooper Raines complaint, the investigation has both subjects involved in a large-scale multi state fraudulent credit card / fraudulent schemes operation. From Miller’s Kwik Stop the following items and amounts were purchased using fraudulent credit card information.

  • Fuel $51.75
  • (4) Four misc Airheads (left at register) $0.80 & $0.60

Transaction Number 83406: Total $53.16

Transaction Number 83407:

  • (20) Twenty Marlboro KS Gold Box $186.00
  • (20) Twenty Marlboro 100 Gold Box $186.00
  • $372.19 + Sales Tax $22 33
  • Transaction Number 83407 Total $394.52

Trooper Rain. es noted Artis was the purchaser and had manually entered credit card numbers for both Transaction 83406 and Transaction 83407 using fraudulent credit card information. The Trooper also noted that Antoine kept coming inside Miller’s Kwik Stop and was actively involved in the completion of these transactions.

Trooper Raines requested probable cause be found and that named Michael Vincent Artis committed the following crimes:

  • §61-3C-4(a) Computer fraud (fraudulent schemes)
  • §61-3C-13(c) Fraud and related activity in connection with access devices
  • §61-10-31(c)(1) Conspiracy

Artis was arrested on April 7th, 2026 and placed in the WV Central Regional Jail on a bond of $30,000. Artis’ Preliminary Hearing is set for April 13, 2026 at 9 a.m.

He also faces the following charges in

A Warrant for the arrest and probable cause was requested for Stanley Antoine for the following crimes:

  • Conspiracy (fraud related activity access device)
