On Thursday, May 07, 2026, at approximately 1 p.m., Sgt. N.S. Stepp, was reassigned an investigation originally conducted by Trooper W.T. Raines regarding Dusty Swank violating the West Virginia Sex Offender Registration requirements. Upon reviewing the initial investigation, it was learned that Mr. Swank had failed to register his internet account as required by law.
On April 04, 2026, Trooper Raines conducted a sex offender address verification on Mr. Swank at his residence located at 121 Jackson Run Road, Big Springs, Calhoun County, West Virginia. This verification is conducted as part o f the West Virginia Sex Offender Registration process to ensure that all information provided by registered sex offenders to the West Virginia State Police is accurate and up to date. During the verification process, it was discovered that Mr. Swank had failed to register his Frontier internet service account.
The Investigation revealed that Mr. Swank had maintained internet service since approximately 2021. Mr. Swank provided the associated Frontier landline account number. A review of the WVSP Sex Offender Registration records confirmed that this internet account had never been registered with the WVSP Grantsville Detachment since Mr. Swank began registering in 2021.
Trooper Stepp reviewed Mr. Swank’s most recent Sex Offender Update from December 11, 2025, and confirmed that he did not have Frontier Internet listed on his registration. It was also confirmed that Mr. Swank is required to register as a Sex Offender with the WVSP for Life due to the nature of his original offense.
Based upon the foregoing investigation, Trooper Stepp found probable cause to believe that Dusty Swank committed the offense of Failure to Register or Provide Notice of Registration. A warrant was issued and served on May 13th, 2026. Dusty Swank was released on a $30,000 property/surety bond.
