
Sr. Trooper J.D. Richards filed a complaint in Calhoun Magistrate Court stating that on Saturday, February 21st, 2026, at approximately 2:45 a.m. he was advised by Calhoun County dispatch that a motor vehicle collision occurred, involving several parked cars and one moving vehicle on High Street in Grantsville, Calhoun County, WV.
Trooper Richards arrived on scene to observe a silver Toyota Tacoma entangled with a red sedan which was parked near the address of 439 High Street. The Trooper also observed three (3) other vehicles that looked to be freshly struck from the same incident with various parts crumpled, scratched and crushed.
On that same night Trooper Richards spoke to a male who was sitting in the drivers seat of the Toyota Tacoma that was still sitting partially in the roadway, that person being Richard (Dickey) Conley.
Mr. Conley was observed to have erratic movements and the inability to be still as well as confusion. Mr. Conley started to stutter which was not how he had spoken in previous interactions.
Trooper Richards was advised by Mr. Conley that he had been seen by EMS and did not need to be transported to the hospital.
After Trooper Richards conducted a Standardized Field Sobriety Tests and Additional tests on Mr. Conley, for which he failed, he informed the Trooper that there would be Methamphetamine present in his blood.
The Trooper, after observing the four damaged vehicles as well as the vehicle of Mr. Conley, and owners of these vehicles reporting that this incident is what caused their damage, placed Mr. Conley under arrest for DUl – Impaired state, Reckless Driving, and Failure to Maintain control. He was taken to the WV Central Regional Jail.
Mr. Conley posted bail on Monday, February 23rd, 2026 of $10,000 through a bonding agency. His pretrial hearing has been set for March 26, 2026 at 10:00 a.m
