
In a complaint filed in the Magistrate Court of Lora Davis on Monday, August 11th, 2025, Trooper W.T. Raines stated that on Sunday, August 10, 2025, at approximately 6:36 p.m. he and Senior Trooper J. Richards responded to a third-party call in reference to an active altercation.
Trooper Raines made contact with a female who was in distress sitting on the corner of Hathaway Street and a private driveway. This female advised the Trooper that Lazro Palomino had physically assaulted her and broke her glasses. The Trooper observed blood on the victim’s face and red markings on her facial region consistent with a domestic altercation.
Trooper Raines noted that the victim was extremely impaired and could not give a chronological sequence of the events other than she was unlawfully struck, her glasses were broken, a downstairs door was broken, and it began over a cellphone.
Trooper Raines spoke to the male subject who stated that the blood on his arm was from the puppy teething / playing not a domestic altercation. Trooper Raines notes that the male subject had a strong odor of alcoholic beverage coming from his person and that there was a pair of glasses broken as described by the victim in the middle of Hathaway Street. The the victim had stated that Palomino twisted them and
demonstrated the motion. The Trooper also observed a small white dog within the residence which did not appear capable of causing an injury consistent with “Lazro’s arm”. Both parties indicated that they have lived together and have had an intimate relationship.
Senior Trooper Richards and Trooper Raines arrested Lazaro Palomino . An Interstate Identification and warrant check was made to see if he had any prior Domestic Related Convictions for which the West Virginia State Police – South Charleston Communications Center (WVSP – SCCC) advised that Palomino had no prior convictions.
The victim refused EMS Treatment but stated she would likely go to the hospital at a later time for possible injuries sustained from this incident.
Lazaro Palamino was charged with §61-2-28(a) Domestic Battery 1st and 861-2-28(b) Domestic Assault 1st. He is being held at the WV Central Regional Jail with a $5,000 bond.

§61-2-28(a) Domestic Battery 1st Offense
(a) Domestic battery. — Any person who unlawfully and intentionally makes physical contact of an insulting or provoking nature with his or her family or household member, or unlawfully and intentionally causes physical harm to his or her family or household member, is guilty of a misdemeanor and, upon conviction thereof, shall be confined in jail for not more than twelve months or fined not more than $500, or both fined and confined.
§61-2-28(b) Domestic Assault 1st Offense
(b) Domestic assault. – Any person who unlawfully attempts to commit a violent injury against his or her family or household member, or unlawfully commits an act that places his or her
family or household member in reasonable apprehension of immediately receiving a violent injury, is guilty of a misdemeanor and, upon conviction thereof, shall be confined in jail for not more than six months or fined not more than $100, or both fined and confined,
