Two Arrested on Drug Charges in Richardsonville

On Saturday, November 12th, 2022, Trp. J.D. Richards and Cpl J.B. Hunt were dispatched to a vehicle that had wrecked at the mouth of Whytsell Park, along Altizer Road in Richardsonville. When the troopers arrived on scene they observed at 2004 Chevrolet Impala high centered at the entrance of the park. Inside the vehicle were two occupants. The Driver stepped out of the vehicle and identified himself as Kevin Basel Marks, age 48. CPL Hunt observed his demeanor as being unable to stand still, talk slowly and concisely, the inability to follow directions when told multiple times, fidgety movement, swaying back and forth while taking tests and drooling an exorbitant amount to the point that both Troopers were concerned. The trooper conducted a series of field sobriety test on Mr. marks and determined that he was in fact impaired. The Officers then inquired about the passenger identified as Robert James Lung III, Age 36 who was very impaired from unknown substances at the time. They ask about how the wreck had happened and what was going on prior to the accident. Mr. Lung’s story did not match with the story given by Mr. Marks, other than the driver had picked up Mr. Lung prior to the accident.

Kevin Basel Marks was placed under arrest and charged with DUI – Drug.

After calling for a wrecker to be dispatched, CPL J.B. Hunt searched the vehicle prior to the arrest of Kevin Basil Marks and found a green container in the center console with a large quantity, approximately 11.7 grams of white crystal substance that from the troopers experience appeared to be methamphetamine separated into two plastic bags. A small portion (1.9 grams) of marijuana, also in plastic baggies underneath the substances inside the container.

After arresting and mirandizing the driver, Kevin Basel Marks, Trooper J.D. Richards asked Mr. Marks about the substances to which he was informed that Mr. Marks had no idea how the drugs got into the console of his car. The amount of substance found in the car was consistent with what is considered to be the illegal sale of substances.

At this Point Mr. Marks was under arrest for, DUI – Drug, Possession with Intent – Meth > 5 grams, and conspiracy to commit a drug felony since Robert James Lung, III was in the vehicle.

Robert James Lung III was arrested and charged with Possession with intent – Methamphetamine and Conspiracy to commit a drug felony – Meth > 5 grams.

Both men are taken to the WV Central Regional Jail to await bond and trial.
