New Council Holds First Meeting of the Fiscal Year

The newly elected Grantsville town council met Monday July 7, 2025, at 6 p.m. in the City Building conference room. Council members present were Tonya Cunningham, Emilee Morgan, Jessica Metz, Chasity Shock, Rissa Staples, Recorder Shannon Waldron  and Mayor John Villines.

Mayor Villines called the meeting to order following the Pledge of Allegiance. Under the approval of previous minutes it was noted the the minutes for the June 11th, 2025 meeting were missing. The Council approved the June 9th meetings but will have to recreate a copy of the June 9th meeting minutes. 

Under Mayor’s Communications, Mayor Villines informed those in attendance that regarding the recent pressure issues on waterlines in town, he requests that any citizen who, because of the high pressure issues, had to replace water equipment or had a loss of water, to bring a report and receipts to the City office for possible reimbursement. The Mayor further stated that the lines have or will be flushed when needed and there should be no further issues. If the purchase of a regulator is necessary for a residents home because of pressures issues he ask that the City be contacted for a possible break in cost of the purchase. “We’re not going to make citizen’s pay for the Town’s issue,” he said. 

The accepted bid on a concrete slab that will hold a 24’ x 25’ building has been accepted with the following costs for 10 yards of concrete: 

  • Labor – $5,000
  • Concrete – $2350
  • Total cost – $7350

A discussion between council members was made to continue raising money for the City Park. Councilwoman Rissa Staples made the motion and was seconded by Tonya Cunningham. All in favor. 

Due to the missing minutes, the Council again requested the removal of the previous administration from the Town of Grantsville bank accounts, which they currently have no access to. A motion by Emilee Morgan and a second by Jessica Metz was made to place Marissa Staples, John Villines and Shannon Waldron on the bank accounts. Motion carried. 

Mid Ohio Valley Regional Council Project Coordinator Andy Hartleben attended the meeting informing the Council that the next Water Consolidation meeting would be held on the 21st of July, 2025. 

Marissa Staples, Councilwoman was hired as City Office Manager. She informed Ridgeview that she would have to abstain from voting on anything directly related to her job. 

Alexa Richards was hired for the water department to replace Jason King after his resignation and Jesse Springston was hired to work across all department. Mayor Villines elaborated further on hiring that the City is wanting to hire a City Police officer and would like any certified officers interested to apply. He acknowledged that he did not think it would be easy to find an officer but they were going to do their best to get an officer back in the City. 

Recorder Shannon Waldron stated that she could not currently provide a financial statement because the information would not be correct from the previous administration. Once the financials are figured and corrected, the amount of financials will be reported. 

The Council entered into executive session to discuss hiring.
