
Chief Deputy C.R. Stephens filed a complaint in the Magistrate Court of Lora Davis on October 3rd, 2025 against Robby Franklin Lamp of Hathaway Street in Grantsville, WV.
The complaint stated that on August 3rd, 2025 Robby Lamp had escaped from home incarceration and a warrant was subsequently issued for that offense as well as several capias warrants and a bail-piece. Since that time Chief Deputy Stephens has received information from confidential, reliable informants as to the whereabouts and activities of Mr. Lamp. This included vehicles he was driving and locations where he had been seen, most of which was verifiable and confirmed. Information was gathered that Lamp would be at the Fluharty Cemetery in the early morning hours of October 3rd, 2025 for the purpose of delivering methamphetamine to other individuals. It was said that he was to arrive from the north, off Route 16 in a dark colored Chevy truck.
Chief Deputy Stephens assembled a team which consisted of the entire law enforcement section of the Calhoun Sheriff’s Office, two deputies from Ritchie County and a WV State Trooper of the Grantsville Detachment to attempt to locate and apprehend Lamp. At approximately 12:30 a.m. a truck matching the given description was seen by the Ritchie County deputies entering Fluharty Road from the north. Sheriff Knight and C.R. Stephens were hidden within the cemetery and saw the vehicle approach and enter the cemetery with its windows down and music blaring. Once the vehicle passed their position they were able to positively identify that vehicle as the one Lamp was known to be operating, They then approached the vehicle and announced “Sheriff’s Office” and “show us your hands”.
Lamp was startled to the point of what could only be described as seizure activity with his arms and hands. Lamp was pulled from the vehicle and detained. Upon conducting a vehicle inventory/search incident to arrest of the vehicle prior to towing, it was noted that the driver floorboard had a bulging anomaly and the carpeting was slightly pulled back. When peering under the carpet, Chief Deputy Stephens noticed a plastic bag appearing to contain white crystal substance. Once the carpet was pulled back further, two total bags were found.
Their weights were 25.56 grams and 28.63 grams respectively. Based upon his training and experience, those weights far exceeded what was considered the amount for personal use. Additionally, officers located a plate in the center console containing several lines of white powder.
Lamp was placed under arrest for possession of methamphetamine with intent to distribute as well as the execution of numerous warrants/bail-piece. This incident occurred within the geographical limits of Calhoun County, West Virginia.
Lamp was arraigned before Magistrate Lora Davis for (1) Breaking and Entering, (2) Escaped Felon, (3) Possession with Intent to Deliver, and (4) Conspiracy. His bond was set as follows:

Sixty one year old Lamp is currently housed in the WV Central Regional Jail with a preliminary hearing scheduled for October 14th, 2025 at 9 a.m. before assigned Magistrate Lora Davis.
