The Grantsville Town Council will hold their September meeting at 6 p.m. at the City’s office on Main Street. The Agenda is as follows:
- Roll Call/Pledge of Allegiance
- Approval of August 21st, 2025 Minutes
- Citizens Concerns: People speaking during this time may address the City Council on any matter within the City Council’s jurisdiction. Please sign in at the table if you wish to speak. Speakers will be given 4.5 minutes to convey their issue (s). State law prohibits the City Council from acting on any issues not included on the agenda.

- Transfer of Rainbow Hotal remaining funds to new ARC Grant Bank account
- Review and act upon the transfer of the remaining Rainbow Hotel Funds, after closure, to the new ARC Grants bank account to keep the account open. Required to make a deposit within 30 days of opening.
- Discuss raise for City Employee John Canterbury
- Executive Session – Pursuant to WV Code 6-9A-4(b)(2)(A), to discuss personnel matters relating to employee payroll/compensation

Notice: Town of Grantsville – Public Comment Rules
- The Town Council welcomes public participation. In order to maintain a respectful and orderly meeting, the following rules apply during the Public Comment period:
- Time Limit: Each speaker will be given [X minutes] to address the Council.
- Relevance: Comments must relate directly to town business or the posted agenda items.
- Respect: Personal attacks, defamatory remarks, shouting, or disruptive behavior will not be permitted.
- Decorum: All comments must be directed to the Council as a whole, not to individual members, staff, or audience members.
- No Debate: The Council will listen but may not engage in back-and-forth discussion during public comment.
- Enforcement:
The Mayor or presiding officer may call a speaker out of order or end a speaker’s time if rules are violated.
Any person who disrupts the meeting and refuses to comply with the rules may be removed from the meeting room. - * Legal Authority
- West Virginia Open Governmental Proceedings Act – W. Va. Code § 6-9A-3 requires that meetings of governing bodies be open to the public, but it does not grant the right to speak without rules. Councils may set reasonable limits on participation.
- Authority to Preserve Order – W. Va, Code § 8-12-5(23) gives municipalities the power to “preserve order” at meetings and remove disorderly persons:
Removal of Disruptive Individuals – Courts have held that councils may adopt rules of procedure, and removal is lawful if behavior materially disrupts the conduct of business (consistent with First Amendment limits)
Note: These rules are in place to ensure every voice is heard in a civil and respectful manner, while allowing the Council to conduct the official business of the Town of Grantsville
